Major Mexico Flooding Precedes Hilary’s US Approach

Major flooding is already happening in parts of Mexico ahead of the arrival of heavy rainfall from Hilary. Some towns in southern California are under a rare “high” risk level for excessive rainfall. Burn scars and mountainous terrain create especially dangerous flooding conditions.
